Demonstrated experience in Value Stream Mapping, Shop Floor Standardized work, Level Loading, Line Balancing, Lean Replenishment, Kanban development and other TPS concepts with the ability to implement concepts within the organization.

MRP / ERP and implementation / experience are required.

EDUCATION and/or EXPERIENCE

Requires a Bachelors degree and 5- 6 years relevant experience, or equivalent.

Duties: Plans, organizes, directs and controls activities of the purchasing, planning, inventory control, and shipping/receiving departments. Prioritizes and manages materials department projects.

Develops department policy and procedures.

Responsible for the hiring, training, and development of materials department staff.

Aggressively pursues the reduction of material costs. Manages cost saving plans and monitors progress toward identified targets. Negotiates and optimizes purchasing contracts, payment terms and other contractual agreements. Manages supplier relationships including SLA's (service level agreements).

Develops systems to analyze vendor quotations that utilizes appropriate negotiations and purchasing techniques to ensure quality, price, delivery and service. Approves or rejects prices, terms, delivery dates, traffic routes, etc., if not in keeping with purchasing policies and procedures.

Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.

Oversees the purchasing department information compliance; i.e., NAFTA certificates, Material Safety Data Sheets (MSDS), specifications, supplier accreditation, supplier evaluation & requalification, supplier scorecards, approved supplier listing,

Manages supplier relationships and participates in supplier audits as needed.

Issues CAPAs and conducts negotiations with vendors on material not meeting specifications and works to develop permanent corrective action. Works to return material or receive credits from vendor.

Ensures import/export compliance. Has regulatory awareness, compliance and information communication for packages and transportation including international trading issues/imports/legal awareness and management.
Builds positive relationships with other departments to support the accurate forecasting, resourcing, planning and delivery of quality services. Leads the overall organization in a coordinated Sales and Operational Planning process.
Coordinates disposal of surplus materials (planned obsolescence).

Develops systems and processes to streamline the Supply Chain function; trains as appropriate.
Develops, monitors and manages quality and QA systems. Writes, modifies and follows ISO procedures. Answers CAPAs when applicable and attends reviews.
